The threat is written in black and white leaflets. Taliban urge the public to "not participate in elections, to avoid becoming a victim of our operations, because we will use new tactics." Taliban threaten for the first time directly attacking the offices to vote in presidential and provincial elections next Thursday in Afghanistan.
